Yes, you can perform an offline upgrade from to , no formatting needed and no data loss, you will need to download the ISO file and perform an update with that, Microsoft do not provide those directly from their website, on the link below you will find that ISO for version build When the ISO file completes downloading.

I can’t seem to access the mentioned link and I’m a bit hesitant to access it Hi Miles That website is totally safe, we have been using it here on Community for years, MVP’s and Moderators recommend that website, and no one has ever had any problems with that website, rest assured, I would not put you wrong, and never suggest a website I have not used myself, but, in the long run, the choice is yours, I do not known any other genuine way to get the ISO.
I understand that but neither myself nor my company would be willing to trust a third party site that looks like it’s hosted in Russia with OS images. We have no means of verifying the hashes generated with Microsoft and can’t tell if these images have been modified or may contain malware.
